$$\frac {1}{3^{-2}} => 3^2 == 9$$ and $$\frac {1}{3^{-1}} => 3^1 == 3$$

In both cases the minus is cancelling it out

If you have $$\log(10) = 1.5d$$, this becomes $$\frac{\log(10)}{1.5}=d$$

If you have $$log(10) = 0.1d$$, this becomes $$10\log(10) = d$$

if you have $$log(10)=\frac{d}{2}$$, this becomes $$2\log(10)=d$$
